The AI Action Summit, chaired by French President Emmanuel Macron and Indian Prime Minister Narendra Modi, will open in Paris on February 10. It will include heads of state from 80 countries, representatives of international organizations, technology leaders, scientists, and cultural figures. This is an exclusive platform for AI development strategy and international cooperation.
Artificial intelligence has long become a key tool for security and defense. It is widely used in reconnaissance satellites and border security systems of NATO and leading armies. AI technologies are a dominant factor in the modern world.
French President Emmanuel Macron announced that France will receive a 109 billion euro investment in artificial intelligence in the coming years. This is equivalent to the $500 billion investment Donald Trump announced within the framework of the American "Stargate" program. The United Arab Emirates, large American and Canadian funds, and French companies Iliad, Orange, and Thales will make most of the investments.
The United Arab Emirates alone will invest 30-50 billion euros in constructing the most significant data processing center in Europe, the computing power of which could reach one gigawatt. The Canadian fund Brookfield plans to invest 20 billion euros in France by 2030, focusing on new data centers, including a vast center to be built in Cambrai, which will have another gigawatt capacity.
The leading French startup, Mistral AI, has announced a several billion euro investment in constructing its own data center.
During Trump's years in office, a clear power shift took place in Europe. France assumed a leading role in the European Union. As a result, under Macron's leadership, France is becoming the leading center for technological sovereignty and the formation of AB policy.
Armenia should develop strategic partnerships with France and India. An alliance with France would give Armenia direct access to European defense and technological systems, while cooperation with India would provide Armenia access to Asia's fastest-growing technology platforms.
Artificial intelligence is a tool of geopolitical struggle. Armenia must participate in this struggle and ally with the leaders.
