Putin is not interested in negotiations with Ukraine

The American Institute for the Study of War (ISW), in its October 26 report, writes, "Putin is not interested in serious negotiations with Ukraine and continues to pursue maximalist goals, continuing the war according to his rhetoric." writes 

Putin, meeting with the heads of the security and intelligence agencies of the CIS countries, said that Ukraine has "lost its sovereignty" and the US is "using it as a weapon" against Russia, the CSTO, and the CIS.

Russian State Duma Speaker Vyacheslav Volodin expanded on this theme, saying on October 26 that Ukraine had lost the ability to exist as a state, was "occupied by NATO," and "became a colony of the United States."

"Such vocabulary is incompatible with negotiations on a ceasefire on equal terms, not to mention the settlement of the conflict." ISW analysts think.

According to them, the Kremlin is still striving for a military victory in Ukraine and establishing a pro-Russian regime in Kyiv.
