"Azerbaijan has a new problem in the process of isolation of Artsakh: to cut ties with Armenia in any way possible.

For a long time now, Azerbaijan has been putting pressure on the ICRC, demanding that Azerbaijan carry out several projects (for example, the transportation of humanitarian cargo) and that the coordination of the process is handed over to the ICRC Baku office. Moreover, it is required to close the Red Cross office in Stepanakert, which is the only international presence in Artsakh.

"Azerbaijan has also presented a demand to the Russian peacekeepers to carry out the necessary supplies for the military personnel not on the territory of Armenia, but on the territory of Azerbaijan, on the Dagestan-Barda-Aghdam-Stepanakert route."
