"The most remarkable conclusion of Nikol Pashinyan's speech is the mention of the joint session of the Security Councils of Armenia and Artsakh, convened in Stepanakert in the spring of 2019. Not as a recording of a historical fact, but that his program speech was agreed with Artsakh President Bako Sahakyan, Secretary of the Security Council Vitaly Balasanyan, Minister of Foreign Affairs Masis Mayilian. Now a question. What decision was taken at the joint session of the Security Councils? The authorities of Artsakh, the military-political elite authorized Pashinyan to negotiate on their behalf as well, did they agree that he should start from his point? If yes, then with what justification and perspective? If not, why didn't they announce it? Why did they organize the rally on August 5, 2019, attend and applaud Pashinyan? Who has the answer to these questions?'
