"The negotiations between the Russian peacekeepers and the Azerbaijanis setting up the checkpoint will end with such results as in December 2020, during the capture of Khtsaberd and Hin Tagher villages.
Azerbaijan occupied those villages before the Russians and captured Armenian service members. Instead of preventing them, Russian peacekeepers left Khtsaberd and Hin Tagher villages out of the map of Nagorno-Karabakh. The Russians do not support Azerbaijan returning all Armenian prisoners of war, which they are obliged to do.
The Russians will act the same way as in March 2022, when Azerbaijan occupied the Karaglukh hill before the Russian peacekeepers, and the Parukh village was subjected to ethnic cleansing.
The Russians did not interfere with Azerbaijan in August 2022, when the Azerbaijanis occupied the Gerghyz Hill toward Martakert and several other heights of the given mountain range.
"The disarmament of the illegal formations operating in the zone of deployment of Russian peacekeepers should be mandatory," the statement of the Ministry of Defense of Azerbaijan stated.
In other words, Azerbaijan had openly announced that it would kill the Armenian service members of Nagorno-Karabakh in front of Russian peacekeepers. Still, the Russians did not prevent further violence.
Russia will not prevent Azerbaijan's establishment of a checkpoint, as it negotiated with Azerbaijan for 4 months, but the Lachin corridor still needs to be opened.
Russia will not prevent the installation of a checkpoint in the corridor, just as in March 2023, it did not prevent the capture of the heights of the ground section of the Nagorno-Karabakh-Armenia corridor by Azerbaijan.
The Russians were still negotiating with the Azerbaijani army, which occupied the heights, but the Azerbaijanis did not retreat. The road remained in Azerbaijan's sight.
Azerbaijan informed the Russian peacekeepers and the Russian-Turkish monitoring center in Aghdam about establishing the checkpoint in the Lachin corridor.
Russia does not prevent the steps of the Azerbaijanis. In other words, the Azerbaijanis act in coordination with the Russians. Russia had an OBLIGATION to prevent these actions of Azerbaijan but refused to fulfill its role as a peacekeeper. If they cannot perform their duties, let them announce it and apply to the UN Security Council so that an international force to ensure the security of Artsakh is involved. Russia will not do this because it suffers from the disease of being the only one. It costs us lives and territories.
What is the diagnosis of continuing not to see what Russia is doing in Artsakh? When, after November 9, 2020, Putin announced that Nagorno-Karabakh is Azerbaijan's territory according to international norms, many in Armenia and Artsakh refused to listen. When we asked the representatives of the Artsakh government, the political forces of Armenia, they accused us of taking the word out of context.
It got to the point that some famous political commentators interpreted Putin as if Russia challenged international law by waging war against Ukraine. In other words, when Putin says that Nagorno-Karabakh is the territory of Azerbaijan according to international norms, he can challenge international law here. We see how he challenges Azerbaijan.
You continued to deceive people until Lavrov decided to describe, according to Russia, by what mechanisms and model Nagorno-Karabakh should be part of Azerbaijan. But our pro-Russian forces continue to deceive people that Russia will not give Nagorno-Karabakh to Azerbaijan.
Azerbaijan will not prevent Russia from setting up a checkpoint either. And this means that Azerbaijan extends sovereignty over Artsakh. No one will be able to enter Artsakh without Azerbaijan's permission. This is an entirely new situation, full of dangers. As long as this behavior of Russia is tolerated in Armenia and Artsakh, guess what the further deterioration will look like. If security mechanisms do not operate on a large scale, ethnic cleansing is expected.
Reminder: complete subordination of Artsakh to Azerbaijan. As a security provider in Nagorno-Karabakh, Russia has already announced that it has no problem with that. Listen to Lavrov again."
