Mr. Coordinator, why does he forget that at that time, the second president of Armenia was the president of NKR?

Vahram Atanesyan, a former member of the Artsakh National Assembly and analyst, wrote on his Facebook page.

"The coordinator of the office of the second president of Armenia stated that Artsakh was left out of the negotiation process during Nikol Pashinyan's "political father's rule in 1996-97, about which there are many factual publications and confessed speeches of active persons (they have been published many times)".
It has been said many times that participation in the negotiations is not determined by the last time the elected representatives of the NKR and the head of Shushi's executive power, Nizami Bahmanov, sat face to face. It is indisputable that by the end of 1998, the co-chairs of the OSCE Minsk Group presented the settlement recommendations to the official Baku, Stepanakert, and Yerevan according to the proper procedure. And Stepanakert did not receive the "Madrid principles" praised by the coordinator and the "package" from Keywest. That is precisely what it means to stay out of the negotiations or, to be more specific, to deprive Nagorno Karabakh of its subjectivity. Then try to restore and finally fail everything.
P.S. Mr. Coordinator, why does he forget that the second president of Armenia was the NKR president during the period he mentioned to "leave NKR out of the negotiations?"
