In accordance with Article 100 of the Constitution of the Republic of Armenia and Article 41 of the Constitutional Law on the Rules of Procedure of the National Assembly, an extraordinary session of the National Assembly was convened on November 28 at the initiative of the deputies of the National Assembly, the agenda of which included the draft law "On Ratification of the Agreement between the Republic of Armenia and the European Union on Defining the Framework for the Participation of the Republic of Armenia in European Union Crisis Management Operations".
According to Deputy Minister of Foreign Affairs of the Republic of Armenia Vahan Kostanyan, the agreement was signed on June 30, 2025. It was noted that the parties wish to establish the general conditions for Armenia's participation in EU crisis management operations, rather than setting them for each operation in each specific case, in the agreement defining the framework for such further possible involvement.
According to the main rapporteur, the agreement provides an opportunity to utilize the best of the European Union's experience and knowledge in crisis management. Given that the partnership agenda between the Republic of Armenia and the European Union has recently been expanded to include security and defense cooperation, the agreement will create an opportunity to deepen and expand this cooperation.
On June 30, 2025, a notification was received from the EU regarding the completion of the internal procedures necessary for the agreement's entry into force.
Vahan Kostanyan answered the deputies' questions and provided clarifications.
Arman Yeghoyan, Chairman of the NA Standing Committee on European Integration, presented the committee's positive conclusion.

The faction secretary, Artsvik Minasyan, presented the point of view of the NA "Armenia" faction. According to him, there are uncertainties in the agreement regarding some provisions of the envisaged cooperation. He announced that the faction will abstain from voting.
Arman Yeghoyan, speaking on behalf of the NA "Civil Contract" faction, addressed his opposition colleague's concerns.
NA Speaker Alen Simonyan delivered an extraordinary speech.
The NA Speaker apologized for straying from the topic and touched on air pollution in Yerevan, noting that it is very high in the republic and also high in the capital. Alen Simonyan emphasized that the issue needs to be resolved through legislation.
"I assume that there will be legislative initiatives that will concern certain groups. But we must decide: either we breathe poison, lose our relatives to various cancers and other diseases, or we make decisions," the NA Speaker said in particular.
The parliament adopted the draft law by vote and, having exhausted the agenda, concluded the extraordinary session.
