In accordance with the decision adopted at the Commission’s meeting on November 19, 2025, new regulations have been established regarding the conditions operators must set in subscription contracts for public electronic communications services.
In particular, they relate to specific quality standards for the provision of Internet access services: the description of data flow speeds to be fixed in subscription contracts, the definition of the period required for connection/activation/reactivation and the period for responding to subscribers’ complaints about the quality of services, the calculation of the service provision period and the description of service activation, including the duration, beginning and end of the period, the approaches to calculating the days, hours and minutes included in the period, and the provision of a detailed procedure for activating services.
Regulations to be included in subscription contracts by operators have also been established, in the event of a decline in the quality of services or interruption of services (including a breakdown or malfunction) due to technical reasons independent of the subscriber, defining the period necessary for the restoration of proper quality or interrupted services, as well as the cases and procedure for compensation provided to the subscriber.
The basis for the development of the regulations is also the experience applicable in the EU, taking into account the obligations of approximation of legislation stipulated in the Comprehensive and Enhanced Partnership Agreement (CEPA) signed between the Republic of Armenia and the EU.
