The Government has approved the procedure for providing (paying) monetary incentives to cultural figures who participated in prestigious international festivals and awards in the field of culture and won awards, including self-employed or independent creators. According to the justification, the definition of monetary incentives aims to appreciate the achievements of culture and the creative sphere, increase the recognition of artistic and cultural products, contribute to the formation of a favorable environment for cultural figures, and introduce state incentive mechanisms in the cultural sphere.
International prestigious festivals and awards include those festivals, competitions, and awards, the list of which is approved by international organizations in the field, such as the World Organization of the Performing Arts, the European Festival Association, the International Federation of Film Producers, and others. International prestigious competitions and festivals must necessarily comply with the following criteria: international format, regular holding, international jury, and state support. Monetary incentives will be provided to those figures in the field of culture who are citizens of the Republic of Armenia and who have participated in prestigious international festivals and award ceremonies as representatives of the Republic of Armenia and have received an award. The monetary incentive will be paid every month for a period of one year.
If the same person has more than one result, the amount will be paid for each of them. In the case of a non-individual (group) result, the amount of money is distributed equally among the group's members. In the case of a legal entity, it is allocated to the entity, the decision of whose executive body determines the distribution of monetary incentives. If several creative groups operate under the jurisdiction of a given executive body, the financial incentive will be given to the innovative group that has received the award. The current procedure for encouraging athletes with high achievements in the field of sports was the basis for determining the amounts of monetary incentives. In this combination, the monthly amount of 660 thousand drams has been equated to the Olympic prize. As a result, the role of cultural figures in popularizing Armenian culture will be emphasized, a favorable creative environment will be created for cultural figures and self-employed artists, which will contribute to the preservation of national traditional culture, stimulate the development of modern and innovative art and the creative sphere, and contribute to the popularization and positioning of Armenian culture abroad.
