Citizens or dual citizens of Armenia who obtained a driver's license abroad and do not have a national driver's license have been in an awkward situation and subject to administrative liability for years when driving in our country.
In the first half of 2025 alone, 8,020 such protocols were drawn up, compared to 5,264 in the same period last year. To solve the problem, the Ministry of Internal Affairs has initiated a legislative amendment, which will come into force on August 2. According to Deputy Head of the State Service Arman Chilingaryan, a person with RA citizenship, including dual citizenship, will be allowed to drive a vehicle with a foreign driver's license for three months from the moment of entering Armenia.
During this period, he must either apply to the relevant registration and examination unit and exchange his foreign driver's license for an Armenian national driver's license, or leave the territory of the Republic and, if desired, return. In this case, the three-month period starts again from the moment of entry. Armenian citizens or dual citizens driving in our country with a foreign driver's license must have a document confirming their entry into Armenia.
At the same time, there is a transitional provision, according to which the law also applies to citizens and dual citizens already in Armenia at the time of the law's entry into force. These reforms initiated by the Ministry of Internal Affairs aim to strengthen public security and develop a safe driving culture, while ensuring a more straightforward and more convenient procedure.
