Azerbaijani President Ilham Aliyev recently stated that "there should be no external control on the territory of Azerbaijan in the 'Zangezur Corridor'. Unhindered access from one part of Azerbaijan to another is necessary. Azerbaijani citizens should not clash with Armenian border guards."
In an interview with Radar Armenia, political scientist David Stepanyan noted that Aliyev's statements should be viewed within the logic of the negotiations held in Abu Dhabi. "It is known that no significant progress was made in the negotiations in Abu Dhabi, but there was an agreement to continue the negotiations. These statements by Aliyev are another attempt to harden his position so that his agenda will dominate the agenda in the next negotiations."
According to Stepanyan, the "Zangezur Corridor" project proposed by Aliyev is entirely destructive. "Aliyev is not going to make concessions and is trying to put forward his Zangezur Corridor project. And this already contains destruction in itself, which is an unacceptable option for Armenia, and we cannot go with that option." According to him, Aliyev is currently torpedoing the negotiation process: "As he has done several times when mediation proposals came from the Biden administration, and he is placing the consequences of this torpedoing on Armenia."
Another political scientist, Yervand Bozoyan, noted that the problem is clear: "The American, conditionally speaking, program will relate exclusively to the territory of Armenia, and Aliyev has already officially announced that this will not be a de facto bilateral process, and no American operator will control any Azerbaijani territory."
Bozoyan noted that the Armenian authorities are making unilateral concessions that will not be accepted not only by the opposition, but also by supporters of the government, and this process will lead to an explosion in Armenia.
