Changes have been made to EU import procedures. State Revenue Committee

The State Revenue Committee informs that changes have been made to EU import procedures, which will come into effect from April 1, 2025.

In particular, from April 1, 2025, the EU's pre-arrival customs security and safety system, the Import Control System 2 (ICS2), will require rail and road carriers to provide data on goods destined for or transiting EU countries before their arrival via an Entry Summary Declaration (ENS).

Economic operators who are not ready by this date should contact the National Service Desk of the EU Member State where they registered and received their EORI number to request a deployment window by March 1, 2025. Deployment windows are granted on application only.

The European Commission is organizing monthly webinars (in English) where economic operators can ask questions about ICS2's operational and technical issues. The next webinar is scheduled for March 5; details are available here.

In addition, the Commission may organize country- or region-specific ICS2 webinars upon request.

ICS2 requirements also apply to postal and express carriers and other stakeholders, such as logistics providers. Under certain circumstances, final consignees established in the EU must also submit ENS data to ICS2. Similar requirements for security and safety data are already in force for air, sea, and inland waterway freight transport.
