RA Minister of Justice Srbuhi Galyan noted episodic corruption in Armenia but repeated that there is no systemic corruption.
"Systemic corruption is a pyramidal phenomenon when employees at the bottom of the pyramid, be it any structure or other system, take bribes or other corrupt activities are carried out. That bribe can gradually reach the top of the pyramid, where high officials, including ministers, can also appear," said the minister.
Referring to the corruption stories related to the officials, the minister noted: "Fortunately, we have such a state where any minister, deputy minister, or high-ranking official is not guaranteed that he will not be prosecuted. And, on the contrary, they can be guaranteed that there will be a criminal prosecution," he added.
The minister also emphasized that corruption has always existed as a phenomenon. It evolves along with society's development, and its scope and manifestations vary between countries depending on their level of development.
"Corruption is a vicious phenomenon that will continue, but the state's task should be to minimize it."
