The National Security Service of the Republic of Armenia took operational-investigative measures, and information was received about a group of people preparing to usurp power with prior consent.
Criminal proceedings were initiated in the main department of investigation of crimes against the state, fundamentals of the constitutional order, and public security of the RA Investigative Committee under Article 43-419 of the RA Criminal Code based on the proper reporting of the crime.
As a result of a large number of investigative activities carried out in active and effective cooperation with the investigation body, including about three dozen searches and interrogations, sufficient factual data was obtained that RA citizens S. G., A. Y., A.H., Y.S, A.S., as well as former residents of Nagorno-Karabakh A.M. and A.S., with preliminary agreement with other persons whose identities have not yet been clarified, as part of a group, made preparations to usurp the power, that is, deliberately created the Republic of Armenia conditions for seizing power, using violence and taking over the powers of the RA government through the threat of violence.
In particular, the mentioned persons, with the prior agreement, to seize the power of the Republic of Armenia for a salary of about 220,000 RF rubles per month, to undergo a three-month training in the Russian Federation and during that time to get acquainted with new heavy weapons, to learn the skills of their use, and then to perform combat duty after returning to the Republic of Armenia. as well as under the pretext of transferring knowledge to other people, during 2024 they recruited several RA citizens and several former residents of Nagorno Karabakh.
The recruited persons, with the organization of S.G., A.E., A.H., Y.S., and other persons whose identities have not yet been determined, left in different groups to the city of Rostov-on-Don in the Russian Federation, then to their accomplices in Russia, A.S., AM, A.S. and persons whose identities have not yet been determined were transferred to another place, where they passed preliminary checks, including through a polygraph device, to find out their personal characteristics and political views, and their relationship with RA law enforcement agencies.
After the preliminary inspection, the criminal group members placed the recruited persons in the "Arbat" military base operating under the leadership of A.S., after which they conducted combat training with them in a closed area inside the building with the latter's already known weapons.
In addition, they were informed that the purpose of the exercises was to return to the Republic of Armenia and remove the current government, thereby calling for its cleansing and saving.
After some of the recruits opposed those statements and refused to participate in the armed coup being prepared in RA, S.G., and A.Y. went to their place of deployment and tried to eliminate the grievances and bring the criminal intent of the group to an end to continue training the recruits. They formally denied that they were organized to seize power in the Republic of Armenia.
However, some of the recruited persons refused to participate in the training. They returned to the Republic of Armenia, and S.G. and other criminal group members did not complete the crime due to circumstances beyond their control. That is, as a result of the crime being detected by the RA law enforcement agencies, they could not start the crime involved with the intention of performing the objective aspect of the crime.
Seven people were charged with committing the said act. Three were arrested, and four were wanted.
Accusations were presented to the arrested persons; petitions were initiated in court regarding the selection of arrest as a preventive measure against them, which were satisfied.
Active measures are being taken to identify other members of the criminal group.
