Memorandum of understanding with the possibility of studying in Hungarian universities

A memorandum of understanding was signed between the Ministry of Education, Science, Culture and Sports of the Republic of Armenia and the Ministry of Foreign Affairs and Trade of Hungary "On cooperation within the framework of the 2023-2025 Stipendium Hungaricum scholarship program" to deepen friendly relations between the two countries and develop cooperation in the field of higher education. :

According to the RA Ministry of Education and Culture memorandum, the Hungarian side will allocate 30 scholarship places annually until 2025 to RA citizens to study Hungarian or other foreign languages in Hungarian higher education institutions.

Deputy Foreign Minister Paruyr Hovhannisyan, Deputy Minister of ESCS Artur Martirosyan, Secretary of State of Hungary Tristan Azbej, Ministerial Commissioner of Hungary Gyula Budai, RA MFA, and other representatives of the Ministry of Foreign Affairs of Armenia were present at the meeting of Minister of ESCS Zhanna Andreasyan with the delegation led by Hungarian Minister of Foreign Affairs and Trade Peter Szijjártó.

The minister of ESCS welcomed the guests and highlighted Armenian-Hungarian cooperation in education, science, culture, sports, and youth. According to Zhanna Andreasyan, language learning is one of the critical targets of the "State Program for the Development of RA Education until 2030", and learning Hungarian can open new perspectives and opportunities for Armenian youth.

Referring to the prospects of cooperation in education, Zhanna Andreasyan proposed implementing the teaching program of Armenian language, literature, and Armenian studies subjects at the Hungarian State University. Reference was made to Armenian studies at the Peter Pazman Catholic University in Budapest, as well as the development of Hungarian studies and Hungarian language studies at Yerevan State University or Yerevan State Pedagogical University, if possible.

The Minister of Foreign Affairs and Trade of Hungary, Peter Szijjártó, thanked for the reception, highlighting the partnership relations between the two countries, the existing ways, and the potential for cooperation. Referring to the scholarship program, the minister noted that in case of demand, the Hungarian side will also consider the possibility of increasing scholarship places. Peter Siyarto highlighted the importance of training Hungarian and Armenian-speaking specialists, expressing hope that the scholarship program will contribute to the increase of interest in the Hungarian language among Armenian youth and the training of relevant specialists.

At the meeting with the Minister of Foreign Affairs and Trade of Hungary, Peter Szijjártó, and the Minister of CSMS, they raised the issue of the protection of the historical and cultural heritage of Nagorno Karabakh. Zhanna Andreasyan emphasized that the rich Armenian cultural heritage of Nagorno-Karabakh is now under a clear threat of destruction by Azerbaijan. The minister of ESCS drew Peter Sijarto's attention to the fact that in 2020 and 2023, as a result of military aggression against Nagorno-Karabakh, 5,000 immovable monuments of Armenian history and culture, as well as 16 state museums, came under the control of Azerbaijan. The response of the international community aimed at their protection can play a significant role.

"The monastery complex of Amaras, where the first Armenian school was opened in the 5th century, the monastery complex of Gandzasar, and several other historical and cultural monuments are an important part of the world Christian heritage and, unfortunately, today, they are under a clear threat of distortion. We hope that as a result of the joint efforts of the international community and institutions, it will be possible to find solutions for the preservation of the cultural heritage of Nagorno-Karabakh. Based on information from open sources, 2020-2023, we collected documentary videos and photos regarding about 50 cases of partial or complete destruction of monuments," Zhanna Andreasyan noted.

Peter Szijjarto noted that as a Christian country, Hungary also values the protection of Christian churches, particularly churches. Other issues of bilateral interest were also discussed during the meeting.
