At the October 26 session, the RA government approved the draft resolution of the RA government "On organizing a purchase process with a one-person purchase procedure" with a package of non-reportable issues.

According to the decision, the Committee of Higher Education and Science of the Ministry of Education of the Republic of Armenia is allowed to purchase architectural design services within the framework of the implementation of the "Academic City" project in the form of a one-person purchase from the "GMP International GMBG Architects and Engineers" company and the "National University of Architecture and Construction of Armenia" foundation consortium, "Purchasing based on Article 23, Part 1, Clause 1 of the Law.

According to the justification of the decision, the purchase process is organized by a one-person purchase procedure so that it is possible to carry out the work on the development of the master plan of the Academic City by an international high-ranking company that has exclusive and unprecedented experience in the development of the components necessary for the implementation of the project.

Taking into account the experience and reputation of the "GMP International GmbH Architects and Engineers" company established and operating in the field of architectural design, as well as the exclusive copyright for the construction of the transformer concert hall planned within the framework of the project, it was considered appropriate to order the development of the master plan for the "Academic City" project to the company, which will cooperate with the "National University of Architecture and Construction of Armenia" foundation within the framework of its services.

For the implementation of the project, it was considered appropriate to order the work of providing all the necessary baseline data and other materials and information provided by the RA legislation to the mentioned university, taking into account the fact that it is the only institution in our country that offers relevant architectural education and will provide a unique opportunity to involve students in the implementation of the project.

Payments under the design services contract are planned to be made within the framework of the "Renovation of Scientific Centers" measure of the "Scientific and Scientific and Technical Research" program of the RA 2023 state budget.
