According to the government's decision, it is planned to review and update the strategic plan for developing the RA energy sector until 2040 and the plan-timetable, ensuring its implementation. The changes were proposed, taking into account the implementation of the measures outlined in the strategy of the energy sector and the results of the 2024–2050 development plan of the energy system of Armenia developed in December 2022 with minimal costs, adapting it to the current situation and development prospects.
Accordingly, it is necessary to increase the use of renewable energy sources, which will make it possible to ensure energy production with minimal costs, strengthen Armenia's energy security and competitiveness, and reduce greenhouse gas emissions and dependence on imported energy sources. It is also planned to revise the capacity limits set by the strategy for the construction of solar plants and establish a new capacity limit for solar plants operating under competitive conditions in the electricity market.
As the Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan noted, the first circumstance of the changes is that 2022 has already been implemented in the energy sector, and the transition to regulations with free market rules has been made. "This has significantly changed the situation; in particular, we have abandoned buying electricity at a guaranteed price in the volumes planned in the strategy and the plan. The second main trend is the pace of formation and commissioning of renewable energy directions, in particular solar photovoltaic installations. These rates are encouraging and greater and allow reviewing certain indicators with the logic of improvement," the deputy minister noted.
Accordingly, a new index is fixed. By 2040, it is planned to increase renewable energy capacity to at least 2000 MW. As a result, the share of electric energy produced using renewable energy resources in the gross final consumption of electric energy in 2030, including large hydropower plants, will reach about 50 percent by 2040—about 60 percent.
"Besides these, an important circumstance leads to the change of indicators fixed in the strategy. It is a combination of storage plants. Until now, we had solar plants with the logic of going directly to the grid and consumption, which technologically limited the possibilities quite a bit. "Now, related to both price changes and technologies becoming more available and affordable, as well as the opportunity to manage flows in the case of introducing the free market system, it also allows having more positive expectations in terms of the investment of these accumulators," said Vache Terteryan.
The Deputy Minister also noted that drafts of new laws on energy, gas supply, and heat supply are being developed, which are also necessary in terms of existing agreements and commitments in the general international process.
Deputy Prime Minister Tigran Khachatryan emphasized the need for adequate investments in technologies to achieve the planned indicators and, in that context, emphasized adopting relevant legislative changes. "I think discussing this package with the fastest possible procedures is necessary. The advantage that we have for the development of solar energy in RA will increase significantly if these legislative changes are implemented soon, considering that they will have a contributing, stimulating significance," said the Deputy Prime Minister.
