The delegation, led by the RA State Revenue Committee Chairman Rustam Badasyan, participates in the 141st and 142nd annual sessions of the Council of the World Customs Organization (WCO) in Brussels from June 22 to 24.
During the sessions, the annual reports of MCC committees, sub-committees, and commissions are discussed and submitted to the MCC Council for approval. HMC 2022-2025 In the context of the strategic plan, the HMC strategy for 2022-2023 has already been presented. Performance. It is also planned to give the strategic goals and priorities for the coming year to be approved by the MCC Council.
During the sessions, the Chairman of the SRC made speeches. Rustam Badasyan emphasized the importance of the tools and standards developed by the MCC in terms of defining the main directions of the development of the customs system, in that context, also presenting the works carried out in the RA customs system in line with the laws of the development of the MCC. In particular, they were implementing a good behavior component in the admission procedure of customs officers, increasing the level of women's involvement and online programs of the MCC, including CLiKC!, the work done in promoting online learning programs.
The President of the SRC welcomed the importance of tools and regional operations regularly proposed by the MCC in the framework of global trends in illegal trade, including in terms of preventing drug trafficking, in this context, considering the exchange of data and the standardization of crime statistics as global priorities.
The achievements of the RA customs system in the direction of complex border management were also presented, including introducing a fully digitalized system for issuing authorization documents. In the framework of the international challenges of e-commerce, the SRC President presented the work to increase the quantity and quality of e-commerce data and emphasized that in line with the business models of HMC e-commerce standards, RA already applies the business model of mediated VAT collection through e-commerce platforms. The President of SRC also highlighted the need to create a database at the global level in the field of electronic commerce and to have a database of prohibited product lists according to the HMC member countries.
Rustam Badasyan also referred to the risks of under-declaration of customs value in developing countries. He proposed to create new tools that will take into account the low level of transaction documentation and data reliability in developing countries, at the same time offering to present to the upcoming committees the best practices of practical cooperation of customs authorities within the framework of customs value control.
The Chairman of the SRC also welcomed the development of a data analytical bi-reporting toolkit by HMC as part of post-release control preparations, as well as the revision of the second part of the Risk Management Compendium in terms of proposing risk management mechanisms in line with the ever-increasing challenges of illegal trade.
Within the framework of the visit, bilateral meetings of the President of the SRC with the Deputy Head of the US Customs and Border Protection Agency (CBP), the Chairman of the Central Board of Indirect Taxes and Customs of the Government of India, as well as the Director General of the Customs and Tariff Bureau of the Ministry of Finance of Japan are planned.
The elections of the Secretary-General and the Chairman of the Board of the World Customs Organization are also scheduled during the sessions.
