De jure RA in 1988 has no obligation to any citizen in terms of eliminating the consequences of the earthquake, the prime minister

RA Prime Minister Nikol Pashinyan referred to the steps taken by the government to eliminate the consequences of the 1988 Spitak earthquake during the NA-government question-and-answer session. Pashinyan noted that upon assuming the post of Prime Minister in 2018, the issue of realizing the rights of citizens affected by the earthquake was fundamental for him, "One of the first questions I asked was to present a list of persons to whom the state has an obligation in terms of eliminating the consequences of the disaster. I must record that, as of today, RA has fulfilled its obligation to all those citizens, except for 28 citizens who expressed their wish that the issues related to them be resolved within the framework of the processes taking place within the framework of the construction of the Kaposi reservoir. In other words, de jure RA has no obligation to any citizen to eliminate the consequences of the 1988 earthquake."

Pashinyan mentioned that slums are one of the obstacles to the development of Gyumri; "The question is: if we have fulfilled our obligations to all our citizens, why are there still shacks there?" I set a problem to get rid of the huts. However, we received applications and letters that there was an injustice at one time, and the state did not fulfill its obligations. And by recording those letters, I instructed to find out the circumstances of the citizens living in the shacks."

According to the Prime Minister, it should be clarified to whom the state has an obligation; "If there are such people, of course, we guarantee that the state's obligations towards these people must be fulfilled. And suppose some people have left the apartment in the village and considered settling and living in a cabin as a perspective. In that case, the state cannot ensure the country's development without concrete steps."
