"On August 10, 1920, the same day the Treaty of Sevres was signed, the independent state of Armenia and Bolshevik Russia reached an armistice agreement in Tiflis. It follows that the parties were at war before that. Accordingly, Nagorno-Karabakh, Zangezur, and Nakhichevan were recognized as temporarily occupied by Bolshevik Russia. It means that Bolshevik Russia recognized the mentioned territories as Armenian in the period before the war with Armenia. According to the agreement, the occupation of Nagorno-Karabakh, Zangezur, and Nakhichevan did not predetermine their belonging to Soviet Azerbaijan. In other words, Bolshevik Russia admitted that it waged war against the independent republic of Armenia on behalf of Sovietized Azerbaijan. According to the agreement, the ownership of Nagorno Karabakh, Zangezur, and Nakhichevan is subject to the decision of Russian-Armenian negotiations. According to the same agreement, the positions where the troops stop are indicated. What happened later is known. But it does not follow that Azerbaijan has the right to raise the issue of "seven villages of Kazakh and one village of Nakhichevan" today. The borders of Nakhichevan were determined by the Kars Agreement and the location of the Armenian-Russian troops in the direction of Gazakh by the Russian-Armenian ceasefire agreement. They are sure that there are specialists in the General Staff of the Armed Forces of Armenia who can mark the borders of Nakhichevan established by the Treaty of Kars, as well as the contact line of the Russian-Armenian troops that existed in the Kazakh-Ijevan sector as of July 30, 1920, as defined with the Russian-Armenian ceasefire agreement".
