During. The Defender made a speech and presented the records of the Defender's institution regarding the implementation of the UN Convention on the Elimination of All Forms of Discrimination Against Women.

In her speech, the Defender referred to the formation of the Public Council on Women's Rights under the RA Human Rights Defender, aimed at promoting the women's agenda. Grigoryan also presented the war crimes committed by the Azerbaijani military against Armenian women soldiers with particular cruelty during the military operations unleashed by the Azerbaijani armed forces against Armenia due to national and gender hatred and noted that the dissemination of videos depicting these crimes by the Azerbaijanis on social networks is most problematic. He said the Azerbaijani aggression against Armenia on September 13 disproportionately heavily impacted women and girls, including those with disabilities.

Referring to the developments in the field of protection of women's rights in Armenia, the existing problems and legislative gaps, the Defender made specific recommendations, among others, to adopt a comprehensive anti-discrimination legislation and establish institutional mechanisms, to revise the RA criminal legislation, criminalizing all types of gender-based violence with separate crimes, including: intervention, as well as expand the procedural safeguards for the protection of victims of violence in accordance with international standards, publish unified, comprehensive and systematic statistical data on cases of domestic violence, ensure access to a sufficient number of shelters and services provided by the state throughout the territory of the Republic of Armenia, including adequate access to women with disabilities, take concrete measures to promote women's political and economic participation, introduce gender-sensitive budgeting practices, continue to increase gender quotas with a particular focus on law enforcement, develop effective legislation to respond to sexual harassment in the workplace, expand women's access to health services without discrimination, including through training of health workers, provide targeted government support, including mental health care, to displaced women and girls :
