During the general discussion "Racism, racial discrimination, xenophobia and other related forms of intolerance, the implementation of the Durban Declaration and Action Plan and subsequent measures" held in Geneva on October 4 within the framework of the 51st session of the Human Rights Council (HRC), the Republic of Armenia presented a digital with a joint statement on technology and hate speech.
This initiative of Armenia was co-authored by 38 states from all UN regional groups.
In particular, the statement said that while digital technologies, including artificial intelligence, offer opportunities and benefits, their design, development, deployment, and misuse may also involve risks to fundamental rights, democracy, and the rule of law. At the same time, there is deep concern about the rise of online hate speech and harassment in recent years.
The co-authors of the joint statement stress that the right to freedom of opinion and expression must be thoroughly preserved, protected, and promoted in the digital age, stressing that social platforms seek to combat abuses by state and non-state actors that incite hate speech and crimes.
