HRD met with the Secretary of the European Committee for the Prevention of Torture and Inhumane Treatment of the Council of Europe

On September 27, Human Rights Defender Kristine Grigoryan met with Regis Brillat, Executive Secretary of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).

The defender thanked the Executive Secretary for the opportunity to meet and highlighted the work and cooperation with international partners.

Grigoryan presented to Regis Brillat the activities of the Office of the Human Rights Defender as the National Mechanism for the Prevention of Torture and Ill-treatment, the results of the ongoing monitoring, the issues raised, and the significant violations recorded, also emphasizing the progress made as a result of cooperation with state bodies.

The defender also referred to the systemic problems raised by the annual and special reports on the activity of the human rights defender of RA as a national prevention mechanism.

Presenting the special report published by the Office of the Human Rights Defender on September 16, the Defender pointed out and gave his colleague clear examples of how Azerbaijan's armed forces did in 2020. During the 44-day war, as well as during the last aggression, the violations of the right to life, torture, inhumane or degrading treatment by Azerbaijan, and the atrocities of the Azerbaijani armed forces against the fallen service members, particularly female service members.

Executive Secretary Regis Brillat presented the specifics of the Committee's mandate. He pointed out the importance of the Ombudsman's institution monitoring the implementation of the advances made by the Committee to Armenia. The Executive Secretary informed the Defender in 2023. about the planned monitoring visit to Armenia.
