Regarding the criminal violations of several customary international humanitarian law norms and the commission of war crimes.

In particular, within the framework of the initiated criminal proceedings, data was obtained that the armed forces of Armenia located in the sovereign territory of the Republic of Armenia were targeted by deliberate attacks by the armed forces of Azerbaijan using rocket-artillery means, anti-aircraft missiles, as well as rifle weapons of various calibers, with the involvement of different military units. According to the already obtained data, the act of aggression unleashed against the territorial integrity and sovereignty of the Republic of Armenia was prepared and planned by the military-political leadership and armed forces of Azerbaijan; for this purpose, measures were taken for an extended period to create artificial bases for pre-offensive military operations.

Within the framework of the criminal proceedings, under the consistent supervision of the prosecutor's office, operations are being carried out in the direction of the detailed documentation of the repeated illegal encroachments against the sovereignty and territorial integrity of the Republic of Armenia by the Azerbaijani armed forces, the pre-planning and implementation of the aggression, the war crimes committed during them, the gross violations of international humanitarian rights, and the acquisition of evidence: to give complete criminal legal evaluations of what happened, to prosecute the persons who committed the crime, as well as to implement relevant international legal mechanisms.
