The aggression against Armenia by the Azerbaijani Armed Forces was planned

In particular, within the framework of the initiated criminal proceedings, data was obtained that the armed forces of Armenia located in the sovereign territory of the Republic of Armenia were targeted by deliberate attacks by the armed forces of Azerbaijan using rocket-artillery means, anti-aircraft missiles, as well as rifle weapons of various calibers, with the involvement of different military units. In addition, in individual cases with a direct aim to kill more than one person and motivated by national hatred, many settlements in the rear and not participating in combat operations were struck, targeting the civilian population, residential houses, and civilian infrastructure. As a result of the shelling carried out by the Azerbaijan Armed Forces, several civilians were injured.

According to the already obtained data, the act of aggression unleashed against the territorial integrity and sovereignty of the Republic of Armenia was prepared and planned by the military-political leadership and armed forces of Azerbaijan; for this purpose, measures were taken for an extended period to create artificial bases for pre-offensive military operations.

Within the framework of the criminal proceedings, under the consistent supervision of the prosecutor's office, operations are being carried out in the direction of the detailed documentation of the repeated illegal encroachments against the sovereignty and territorial integrity of the Republic of Armenia by the Azerbaijani armed forces, the pre-planning and implementation of the aggression, the war crimes committed during them, the gross violations of international humanitarian rights, and the acquisition of evidence: to give complete criminal legal evaluations of what happened, to prosecute the persons who committed the crime, as well as to implement relevant international legal mechanisms.

The Prosecutor General of RA also informed the Prosecutor Generals of the partner states about the circumstances of the act of aggression and the facts justifying them."
