Two years ago, on this day, September 28, 2023, the Artsakh Information Headquarters issued a statement informing:

“The President of the Republic of Artsakh, Samvel Shahramanyan, has signed a decree on actions arising from the situation created after September 19, 2023.

According to the decree, due to the problematic and complex military-political situation created, based on the priority of ensuring the physical security and vital interests of the people of Artsakh, taking into account the agreement reached with the representatives of the Republic of Azerbaijan through the mediation of the command of the Russian peacekeeping contingent on ensuring the free, voluntary and unhindered exit of Nagorno-Karabakh citizens, including servicemen who have laid down their arms, their vehicles and property through the Lachin corridor, and guided by Article 93 of the Nagorno-Karabakh Constitution, a decision was made:

1) By 2024, on January 1, all state institutions and organizations subordinate to them shall be dissolved, and the Republic of Nagorno-Karabakh (Artsakh) shall cease to exist.

2) The population of Nagorno-Karabakh, including those outside the borders of the republic, shall, after the entry into force of this decree, familiarize themselves with the conditions of reintegration presented by the Republic of Azerbaijan to independently and individually determine the possibility of their further stay (return) in Nagorno-Karabakh.

This decree shall enter into force immediately upon its publication.

Later, it was announced that Samvel Shahramanyan had canceled “Decree NH-657-N signed on 26.09.2023.”
