Nagorno-Karabakh disbands its defense army: 2 years ago on this day

Two years ago on this day, September 20, 2023, the Artsakh Information Headquarters issued a statement a day after the Azerbaijani attack and fierce fighting, informing that they accepted the proposal of the command of the Russian peacekeeping contingent on a ceasefire.

In addition, the Artsakh authorities announced that an agreement had been reached to "withdraw the remaining units of the Armenian Armed Forces from the location of the Russian contingent, disband and completely disarm the Artsakh Defense Army, as well as withdraw heavy military equipment from Nagorno-Karabakh to destroy it quickly."

"Since September 19, the Republic of Azerbaijan, along with massive artillery and aviation strikes, has launched a large-scale offensive along the entire line of contact with the Republic of Artsakh.

An analysis of the actions of the Azerbaijani Armed Forces shows that the task is to dismember Artsakh and cause irreversible damage to its viability. During two days of stubborn battles, the units of the Artsakh Armed Forces heroically defended against the enemy, which was several times superior in workforce and military equipment, incurring significant losses.

Unfortunately, the Artsakh side also suffered losses and injuries. In some areas, the enemy managed to break through to the combat positions of the Defense Army, seize several key heights, and capture strategic road junctions.

In the current situation, the actions of the international community to stop the war and resolve the problem are insufficient.

Taking into account all this, the authorities of the Republic of Artsakh accept the proposal from the Russian peacekeeping contingent's command for a ceasefire.

1. An agreement was reached on a complete ceasefire from 13:00 on September 20, 2023, through the mediation of the command of the Russian peacekeeping contingent deployed in Nagorno-Karabakh.

2. An agreement was reached on the withdrawal of the remaining units and service members of the Armed Forces of the Republic of Armenia from the zone of deployment of the Russian peacekeeping contingent, as well as an agreement on the demobilization and complete disarmament of the armed formations of the NK Defense Army, the withdrawal of heavy equipment and weapons, and their rapid destruction.

3. The issues raised by Azerbaijan regarding the reintegration of the Armenians of Nagorno-Karabakh within the framework of the Constitution of Azerbaijan, ensuring their rights and security, as well as providing the vital activity of the population of Nagorno-Karabakh, according to the agreement reached, will be discussed at the meeting between representatives of the local Armenian population and representatives of the central authorities of the Republic of Azerbaijan, which will take place on September 21, 2023 in the city of Yevlakh, as well as during subsequent meetings.
