In the afternoon of September 19, 2023, Azerbaijan launched a large-scale attack on Nagorno Karabakh under the name of "anti-terrorist operation". Military operations were stopped the next day. The Nagorno-Karabakh authorities accepted the preconditions, including the demand for disbanding the Nagorno-Karabakh Armed Forces.
The staff of the President of NK issued a statement stating that the authorities accepted the proposal of the command of the Russian peacekeeping mission regarding the cessation of fire. A year after the incident, Radar Armenia presents this statement.
"1. With the mediation of the command of the Russian peacekeeping troops stationed in Nagorno-Karabakh, an agreement was reached on the complete cessation of hostilities on September 20, 2023, at 1:00 pm.
2. An agreement was reached on the withdrawal of the remaining units and servicemen of the Armenian armed forces from the deployment zone of the Russian peacekeeping troops, the disbanding of the armed formations of the Nagorno-Karabakh Defense Army, complete disarmament, and the withdrawal of heavy equipment and weapons from the territory of Nagorno-Karabakh so that they could be used as soon as possible.
3. The issues of reintegration, rights, and security of the Armenians of Nagorno-Karabakh, as well as ensuring the livelihood of the population of Nagorno-Karabakh within the framework of the constitution of Azerbaijan, according to the agreement reached, will be discussed between the representatives of the local Armenian population and the central authorities of Azerbaijan at the meeting to be held on September 21, 2023 in Evlakh and at the following meetings."
