A certain number of people continue to live in Karabakh. The ICRC is in contact with people who want to live there in Nagorno-Karabakh. In Nagorno-Karabakh, the ICRC has a doctor who examines the people staying there. The ICRC does not have the function of returning detained persons to their homeland. The ICRC will continue to visit Vagif Khachatryan while he is in prison. We communicate with the teams of ICRC offices in Baku and Karabakh daily.
