What will this change in the current situation if Azerbaijan still needs to fulfill the decision made by the International Court of Justice of the United Nations?
- There are two answers here. First, we need to understand whether documents, resolutions, and reports of this type are mandatory in general and whether the states are obliged to implement them. And secondly, how does it stand out in the real world? States are not obliged. This is both good and bad news. In other words, if it is directed against your state, you may not fulfill it; if it is directed against another state, you want it to achieve it. But no mechanism could force the states to implement the contents of these documents because they are, in fact, more of a recommendatory nature.
