He referred to the developments around Artsakh in the last week, the ways out of the existing situation, the international actors regarding the Nagorno-Karabakh problem, and Russia's inaction and non-allied behavior in this context.

- The Russians say that it is only possible for international observers to go to Artsakh with Azerbaijan's consent. Is it possible without the agreement of Azerbaijan?

- Why do the Russians say that? Because of this, they give Azerbaijan a wing and a back and close Artsakh's mouth to continue going to Volkov to talk about incomprehensible topics. Why? Because the Russians promised the Azerbaijanis that they would bring the Artsakh citizens to their door. This is what happens. Now, if the people of Artsakh need help understanding this and the fact that we are talking about sending an international fact-finding mission to Artsakh, and if Artsakh does not talk about it, no task will come. They will remain so with an unclear future. This is what they wanted. And the Russians, according to undisputed information, are busy making money there, using the blockade and making their equipment a participant in various businesses on a commercial basis.
