Today, the regular session of the Government of the Republic of Armenia was held, chaired by Prime Minister Nikol Pashinyan.
Before discussing the agenda items, the Prime Minister referred to the joint statement on the framework for the implementation of TRIPP, issued on behalf of the Republic of Armenia and the United States: "I believe that we should assess the significance of that statement, because after the statement of August 8, 2025, this is the next cornerstone statement, by which one of the most important and principled issues of the peace process, the unblocking of regional communications, is resolved at the framework level, where all principled issues are addressed."
The Prime Minister noted that the statement conveys that peace is being established in our republic and our region through concrete, practical steps, and that it is now a reality. "And our attitude towards that reality, or my understanding of our attitude towards it, is the same as what I spoke about in my address following August 8. We need to treat the established peace with care."
The head of state once again noted that, as a state and society, we do not know what it is like to live in peace. "We are learning new things, step by step, and this process is crucial. We often do not even notice the ubiquitous presence of the logic of conflict in our language, thinking, or expressions, and peace enters our consciousness and subconsciousness in tiny, slow steps. This is normal because, for 35 years, we have been operating under a different logic, as you know; now that logic is changing. But the good news is that, in practice, there are already realities that should help establish the socio-psychology of peace. However, there is a substantial amount of practical work. We must take the actions arising from yesterday's statement as quickly as possible," Nikol Pashinyan noted.
The Prime Minister presented the planned actions, including: adopting contracts as de jure agreements; commencing work on legal decisions; establishing a company called TRIPP in the Republic of Armenia; and determining routes and issuing permits for development rights, land use, and construction. "I think that we should prepare from today - it doesn't matter whether the application has already been submitted to the relevant department or not, it will definitely be submitted. There is no doubt about that anymore. Therefore, from today on, we should look at our processes to implement everything properly and within the deadlines," the head of state emphasized.
Nikol Pashinyan noted: "I want to emphasize and reaffirm our political will: within the agreed framework, we are, of course, ready and willing and will definitely go for it, including ensuring unhindered communication between the main part of Azerbaijan and the Nakhichevan Autonomous Republic, in accordance with the principles that we have repeatedly spoken about. Here too, we must move beyond the logic of conflict and come to a normal, peaceful atmosphere."
The Prime Minister emphasized that the process will not be quick in either Armenia or Azerbaijan, as discourses shaped by decades of conflict persist in society. "We must record that in the case of both Armenia and Azerbaijan, the existing discourse no longer matches today's realities, and this is exactly what I mean. On the other hand, it is not about blaming people, because the logic, the wheel that has been spinning for 35 or more years, cannot be stopped with one action, one lever, one brake. We must adopt a more practical approach and focus on work. The practical benefits of peace can be much more effective than direct debates on various theses, doubts, or challenges."
In conclusion, the Prime Minister expressed his gratitude to the members of the Government, as well as representatives of the executive, legislative and judicial authorities and all state bodies for the support and work provided during this period, which made it possible to reach the current milestone: "New times are opening, and in these new times we must work in a new and more effective, more consolidated and more focused way to make the most of this historic and turning point opportunity for the sake of the development, freedom, happiness and well-being of the Republic of Armenia and its citizens."
