Ukrainian President Volodymyr Zelensky has announced that the peace plan should include five documents, including one on security guarantees, to be voted on and approved by the US Congress.
Political scientist Ruben Mehrabyan noted in an interview with Radar Armenia that this negotiation process itself is multi-layered. “It proves one thing that the institutions of modern international relations no longer perform their functions; they are dysfunctional, and a new one has not yet been formed,” he said.
According to the political scientist, it should be noted that Putin behaves like Hitler, but he has not achieved what Hitler achieved before 1942.
