"There was no need to publish the negotiation documents to prove that the negotiation process was at a deadlock," stated NA Deputy Speaker Ruben Rubinyan.
According to him, Serzh Sargsyan, after being elected Prime Minister on April 17, 2018, responded to a question from a Republican MP that the negotiation process was at a standstill and did not inspire hope.
Speaking about the reasons for the 44-day war, he mentioned two circumstances. "But mainly for one reason. As of 1998, the ratio of the military budgets of Armenia and Azerbaijan was 1:1.1, that is, almost equal. In 2008, when Robert Kocharyan was ending his presidency, the ratio was 1:5.3; that is, the military budget of Azerbaijan exceeded that of Armenia by 5.3 times. During Serzh Sargsyan's term, the difference increased even more," he said. According to Rubinyan, the negotiation documents were unclear about what would happen to Nagorno-Karabakh. "When it is not clear, you need to know what is at that moment. And at that moment, everyone recognizes Nagorno-Karabakh as part of Azerbaijan," he said.
He recalled that the last document to which either side said "yes" was the 2011 Kazan document. S. Sargsyan said "yes", Aliyev rejected it. "There has not been a document to which Azerbaijan would say yes and Armenia would say no."
