For the CSTO, Azerbaijan is as much a fraternal state as Armenia. Prime Minister
Armenian Prime Minister Nikol Pashinyan touched upon Armenia's external security.
Our previous understanding was that the primary tools for reducing our external security vulnerability were military-political alliances and the army. But our history has proven that this formula did not work with either the first or the second point.

"When Armenia appealed to the CSTO on the grounds of its territorial integrity, the latter's response was twice as follows: as if the borders were not delimited, and the question was whether there had been an invasion of the territory of Armenia or not," he said.
According to the Prime Minister, they then faced a straightforward question directly: Does the CSTO recognize the territorial integrity of the Republic of Armenia? The question also arose: Does Armenia itself recognize its own territorial integrity?
