Prime Minister Nikol Pashinyan's press secretary, Nazeli Baghdasaryan, made a post on her Facebook page, referring to the theses circulating in the press in the context of transport communications.

"It is noticeable that there is some confusion in the Armenian media regarding the RA's positions on the issue of unblocking the region's transport links, and the press sees contradictions in the statements of Armenian officials.

This is somewhat understandable because the topic has many nuances, which sometimes become more complicated when combined with specific terms: rental, leasing, construction rights, and outsourcing. Each of the terms, of course, can have a different meaning, depending on what exactly it refers to.

To ease the issue for the esteemed representatives of the mass media, I would like to emphasize once again that the Republic of Armenia has never discussed, is not debating, and will not discuss such options for transport routes passing through its territory that are incompatible with the territorial integrity, sovereignty, and jurisdiction of the Republic of Armenia.

And, on the contrary, within the framework of territorial integrity, sovereignty, and jurisdiction, the Republic of Armenia is not only discussing various formulas for the exploitation of transport routes in the region. Still, it is also interested in reaching an agreement on any of the formulas.

Those representatives of the Republic of Armenia who claim that Armenia has not, is not, and will not discuss are undoubtedly referring to formulas that are incompatible with the territorial integrity, sovereignty, and jurisdiction of the Republic of Armenia.

Those representatives of the Republic of Armenia who discuss the topic are referring to resolutions within the framework of the Republic of Armenia's territorial integrity, sovereignty, jurisdiction, construction rights, etc., which Prime Minister Pashinyan spoke about during the press conference on July 16.

The territorial integrity, sovereignty, and jurisdiction of the Republic of Armenia, of course, cannot be outsourced. The business management of railways, pipelines, and power lines can be. By the way, the maintenance and management of highways in Armenia have always been outsourced to private companies. It is another matter who implements that management and with what quality. But this has nothing to do with the topic under discussion.
