Prime Minister Nikol Pashinyan presented the option of outsourcing the unblocking of roads using the example of the South Caucasus Railways company.
The Armenian Railways have been given over to the Russian side. This means that Armenia has established a company called "South Caucasus Railways", which is registered in the RA State Register, has a tax code, and is making investments. It has the right to expect a return on its investments, because people spend money, make investments, and, with the consent of the Government, there is a profit margin; they have the right to expect that they will get that money back and make a profit.
However, there is one crucial peculiarity: not a single square meter of the territory controlled by the "South Caucasus Railways" has any limitations on the powers of the RA Police or any other state body. That entire territory is under the jurisdiction and sovereignty of Armenia," Pashinyan said.
He noted that it is not a bad thing that many people are interested in the construction of that railway. "It's not just the United States that is interested; the EU is also interested. There could be the following model, where an Armenian-American joint venture would play the role of the "South Caucasus Railway," Pashinyan said.
