Artur Hovhannisyan, a member of the Armenian National Assembly delegation to the OSCE PA, delivered a speech at the 32nd annual session of the OSCE Conference in Portugal. The Armenian National Assembly delegate noted:
"First of all, I would like to thank you for the report. Extensive work has been done. Since our previous meeting in Vienna, Armenia and Azerbaijan have taken a significant and essential step towards establishing peace.
An agreement on establishing peace and normalizing interstate relations between Armenia and Azerbaijan has been reached. In this situation, there is no need to burden the already complex discussions.
The support of the international community is necessary so that Armenia and Azerbaijan sign the document without preconditions as soon as possible. The leader of Armenia has publicly stated his readiness on more than one occasion.
The signing of the document will signify the establishment of interstate relations, which in turn will provide an opportunity to discuss various issues in a more positive and constructive atmosphere. Over the past three decades, the peoples of the South Caucasus have suffered a lot, and now we have the opportunity to stop the chain of conflicts and the suffering of the inhabitants of our countries.
Peace is a necessity for the protection of the rights and well-being of our peoples, and we see this opportunity more than ever."
