"If the document is signed, will we accept it as an absolute success? Of course, you will not accept that fact as an absolute success. We will compare it with the general environment of peace. Without the environment, you would say that the document's signing did not yield results. We must compare the signing and non-signing of the document with other accompanying factors. The peace process must be assessed in general," he said.
