Justice Minister Srbuhi Galyan said that the new constitution does not envisage a change in the system of government. She noted that they are working not on a new concept but on a new constitution text.
"Everything must be done to ensure that the text of the new draft constitution is ready before the new elections," she said, adding that the issue of putting it to a referendum will be decided. Galyan also said she would not comment on the constitution's text: "We will reserve that to the relevant committee."
Galyan also noted that some clarifications regarding the electoral system are possible, relying on a proportional system and excluding the presence of majoritarian elements: "This implies not only a change in the constitution but also changes in the NA regulations."
