"Rhetoric is rhetoric, but any aggression needs grounds," Defense Minister Suren Papikyan said.
"As a minister, I don't see that there are grounds for escalation in the region because Armenia has proposals and solutions for every problem, and dialogue is possible. We can make our approaches and perceptions of achieving peace in the area available to everyone by discussing our proposals and making them more public.
Papikyan says, "Our region is not going through easy times, but at the same time, I see that the existing problems can be solved through negotiations."
