Minister of Finance Vahe Hovhannisyan stated that bilateral obligations between Armenia and Russia arose at certain stages, and now the issue of their settlement is being discussed.
"There is a certain dialogue to offset the existing debt. There are bilateral obligations that have arisen at one stage or another, and there is a discussion about offsetting them with each other," he said in response to the question about paying for Russian weapons and not receiving the entire supply.
