"The state is only a tool to ensure the universal well-being of its citizens, or in the language of the people, a tool for earning bread," RA Prime Minister Nikol Pashinyan stated during the 2025 state budget project discussions.

According to him, if the state and popular perception of the state is not this, the prospect of the state's existence is in doubt. "It is precisely the lack of such a systemic perception that was the reason why more than 1 million citizens of the Republic of Armenia have left, emigrated, and are still emigrating from the Republic of Armenia to meet their vital need for welfare, starting from the beginning of the 90s. Many of those who have stayed here have linked their hope of well-being with the prospect of leaving, and, not being able or simply not wanting to go emotionally, sometimes they have even accepted that they will stay, but there will be no well-being for them here."
