"There is no consensus." why does the tripartite commission not convene meetings?

Deputy Prime Minister Mher Grigoryan is not afraid that Azerbaijan will not ratify the regulation "On the Joint Activities of the Commission on Demarcation of the State Border and Border Security between the Republic of Armenia and the Republic of Azerbaijan and the State Commission on the Demarcation of the State Border between the Republic of Azerbaijan and the Republic of Armenia."
When asked why the tripartite meetings on the issue of de-blockade have yet to be continued, Grigoryan said there are fundamental issues on which there should be a consensus. "Until that consensus is reached, it is pointless to discuss the details," he said
