"Does Azerbaijan want a territorial claim against Azerbaijan in our constitution, or does it have sincere concerns that there is such a thing?" Prime Minister Nikol Pashinyan added, "The first case is different, but if we are talking about the second case, what is our proposal? International treaties that contradict the Constitution cannot be ratified. Suppose we signed a peace treaty in which it is written that Armenia has no territorial claims from Azerbaijan, and Azerbaijan has no territorial claims from Armenia; they recognize territorial integrity and undertake not to present any territorial claims in the future. That issue goes to the Supreme Court, and if the Supreme Court decides that this provision does not correspond to our Constitution because there is a contrary provision in the Constitution, then the Supreme Court records that we have territorial claims from Azerbaijan. And if the Supreme Court says that it complies with the Constitution, sends it to the National Assembly, and the National Assembly ratifies it, the provision that RA has no territorial claims against Azerbaijan gets the highest legal force."
According to him, if territorial claims are to come forward, regardless of the peace treaty and the Constitution, they may come forward. "The history of mankind has seen dozens and hundreds of such cases," he said.
According to the Prime Minister, with the discussion on the Armenian Constitution, Azerbaijan is leading the peace process to a dead end so that "it is not forced to address or keep open the territorial claims against Armenia."
The Prime Minister also emphasized. "There are no claims to Azerbaijan in the text of the RA constitution, and we have no territorial claims to Azerbaijan."
