"Theoretically, it will mean a new constitution." Ayvazyan

"From a legal point of view, the constitution neither allows nor prohibits changing the constitution." YSU Constitutional Law Chair Vardan Ayvazyan said this in a conversation with Radar Armenia.

"The Constitution has its logical structure: the preamble (introductory part), main, and transitional provisions. The preamble provides the ideological and conceptual basis of the Constitution. Suppose only the preamble is changed, and no other provision is made. In that case, it will theoretically mean that a new constitution has been adopted," said Ayvazyan, emphasizing that there is no legal prohibition against changing the Constitution. "Now, the first and second articles of the Constitution are considered unchanged. The first is the sovereign legal, social, and democratic state; the second is that the government belongs to the people."

According to Ayvazyan, the new Constitution should be adopted through a referendum. However, according to him, there are no clear deadlines for adopting the new Constitution.
