As a result of the large-scale aggression unleashed by Azerbaijan against the ethnic Armenians of Nagorno-Karabakh on September 19, 2023, on September 28, the representative of the Republic of Armenia for International Legal Affairs filed a lawsuit against Azerbaijan to take temporary measures.

RA Ambassador with Special Assignments Edmon Marukyan wrote about this in his X (formerly "Twitter") microblog, detailing:

Armenia demands a claim.

1) Azerbaijan shall refrain from taking any measures that may lead to violating its obligations under the CERD.

2) Azerbaijan shall refrain from taking any action directly or indirectly aimed at displacing ethnic Armenians remaining in Nagorno-Karabakh or preventing or affecting the safe and speedy return to their homes of persons displaced during the recent military offensive, including those who have gone to Armenia or third countries. while allowing those who wish to leave Nagorno-Karabakh to do so without any hindrance.

3) Azerbaijan will withdraw military and law enforcement personnel from all civilian facilities in Nagorno-Karabakh occupied due to its armed attack on September 19, 2023.

4) Azerbaijan will facilitate and refrain from accessing the ethnic Armenians of Nagorno-Karabakh to the United Nations and its specialized agencies and shall not interfere in their activities in any way.

5) Azerbaijan should facilitate and refrain from the possibility of the International Committee of the Red Cross providing humanitarian aid to the ethnic Armenians of Nagorno-Karabakh and cooperate with the International Committee of the Red Cross.

6) Azerbaijan should immediately facilitate the complete restoration of public utility services in Nagorno-Karabakh, including gas and electricity, and refrain from disrupting them in the future.

7) Azerbaijan should refrain from punitive actions against current or former political representatives or military personnel of Nagorno Karabakh.

8) Azerbaijan shall not alter or destroy any monument commemorating the Armenian Genocide of 1915 or any other memorial or Armenian cultural artifact or site in Nagorno-Karabakh.

9) Azerbaijan recognizes and enforces civil residency acts, identity documents, and property rights and registers created by the Nagorno Karabakh authorities and shall not destroy or confiscate such records and documents.

10) Azerbaijan shall submit a report to the Court on all measures taken to implement this order within one month from the date of this order, and every three months thereafter until the court makes a final decision on the case."
