The Armed Forces of Azerbaijan control the main roads of Nagorno-Karabakh; it is impossible to visit and get information about the situation. RA Foreign Minister Ararat Mirzoyan said this during the urgent session of the UN Security Council on the Nagorno-Karabakh issue.
"More than 10,000 people were forcibly displaced. All this is happening not 100 years ago but today, in front of the eyes of the international community, in the 21st century. In the eyes of Azerbaijan, the children in Nagorno-Karabakh are terrorists; their actions—missiles, armored vehicles, artillery, anti-aircraft missiles—were directed against these children, their parents, and their grandparents," said Mirzoyan.
He noted that all this was predictable. We have been sounding the alarm for a long, but the international community refuses to take all this seriously enough.
"It would be naive to think that all this was not planned. Azerbaijani aggression was carried out barbarically and deliberately. This was the last element of the tragedy. When we called an urgent meeting of the Security Council in December 2022, this council needed to respond more adequately. Azerbaijan did not respect the decisions, and again, the council still needs to respond. The international community responded to our warnings with suspicion," Mirzoyan noted.
According to the Minister of Foreign Affairs of the Republic of Armenia, they continue to make common appeals to the parties to the conflict even now in this hall.
"This approach and terminology are no longer applicable and appropriate. There are no parties to the conflict; there are criminals and victims," said Mirzoyan.
RA Foreign Minister presented his demands to the Council of Ministers.
Condemn the resumption of hostilities and the targeting of civilian settlements and infrastructure.
Demand the full implementation of obligations arising from the norms of international humanitarian law.
Immediately deploy a UN interdepartmental mission in Nagorno-Karabakh.
Ensure unhindered access to NK for UN agencies and other international organizations.
Ensure complete and conscientious cooperation of the parties with the ICRC.
Ensure during the last aggression and in 2020, the return of people displaced by the war to their homes in Nagorno-Karabakh.
Ensure the restoration of the supply of vital supplies.
Immediately restore two-way free movement through the Lachin Corridor.
Demand that the Azerbaijani military bodies leave the settlements of Nagorno-Karabakh.
Exclude punitive actions against NK political and military representatives and personnel.
An opportunity to create a UN-mandated peacekeeping force that will maintain security and stability in Nagorno-Karabakh.
