"We are ready to take steps against Azerbaijan if the situation in Nagorno-Karabakh worsens." Borell

The High Representative for Foreign Policy and Security Affairs of the European Union, Josep Borell, stated that the European Union condemns Azerbaijan's military action against the Armenian population of Nagorno-Karabakh and expresses regret over the loss of life due to this escalation. 

"We have taken note of the relevant announcements about the ceasefire agreement. We expect an immediate and complete cessation of hostilities and observance of the ceasefire regime.

The EU calls on Azerbaijan to provide immediate and unimpeded humanitarian access to the needy population by fully reopening the Lachine Corridor, in line with the February and July 2023 judgments of the International Court of Justice. Humanitarian organizations must be able to operate freely. The EU and its member states are ready to provide urgent humanitarian aid.

The EU calls on Baku and the Armenians of Karabakh to urgently start a comprehensive and transparent dialogue.

Azerbaijan is responsible for ensuring the rights and security of Karabakh Armenians, including their right to live in their homes without intimidation and discrimination. The forced movement of the civilian population by military or other means will receive a decisive response from the European Union.

The EU is ready to take appropriate actions in case of further deterioration of the situation.

The EU reaffirms its support for Azerbaijan and Armenia's sovereignty and territorial integrity. We call upon Azerbaijan to reaffirm its unequivocal commitment to recognizing Armenia's territorial integrity, per the 1991 Declaration of Almaty.

The EU is ready to support the democratically elected authorities of Armenia to ensure stability, security, and the continuation of democratic reforms in the country. The European Union Mission in Armenia will continue to monitor and report on the security situation along the Armenian side of the international border with Azerbaijan.

The EU calls for the resumption of negotiations on all outstanding issues related to the conclusion of a peace treaty between Armenia and Azerbaijan and remains fully committed to supporting such talks.

The European Union remains fully committed to promoting dialogue between the parties, particularly under the auspices of the President of the European Council, with the support of the EU Special Representative, to ensure long-term peace for the benefit of all the peoples of the region," said Borell's statement.
