Prime Minister Nikol Pashinyan stated that the tripartite statement of November 9 is neither directly nor indirectly related to any other document or agreement: "Armenia did not announce, Russia did not announce, and Azerbaijan did not announce that the tripartite announcement of November 9 is invalid. I declare that the statement of November 9 is in full force."
According to the prime minister, a direct reference to the Alma Ata declaration or any other document cannot affect the tripartite mandate: "If Nagorno-Karabakh being a part of Azerbaijan according to international laws is an obstacle for a tripartite declaration, then that obstacle was created by the Russian Federation, which in 2020 announced in November and December that Nagorno-Karabakh is part of Azerbaijan internationally."
