"Direct dialogue is the way to settle problems and achieve lasting and dignified peace. The United States does not predetermine the outcome of negotiations on the future of Nagorno-Karabakh. The United States supports an agreement that is lasting, sustainable, and provides a foundation for peace. The issue of the rights and security of the people of Nagorno-Karabakh is at the core of the Armenian-Azerbaijani conflict. Ultimately, the only way to guarantee a lasting settlement of this conflict, which has lasted too long and cost many human lives, is to ensure that the rights of those living in Nagorno-Karabakh are protected and that they feel safe in their homes."
